EMR Change

Stage 1 Meaningful Use Requirements Change in 2013

The ONC released some good news for hospitals and eligible providers that are looking to meet the objectives laid out for Meaningful Use. They get some breathing room now to ensure their certified EMR software systems are implemented fully and that the providers are in complilance. Stage 2 has been postponed until 2014 for everyone.

However, there are changes to be aware in the meantime that impact health care organizations preparing to seek out MU incentives in 2013. Stage 1 requirements have been adjusted.

Stage 1 changes include: CPOE for medication orders. Now, 30% created by eligible providers must be recorded using computerized physician order entry.

Also, the objectives around recording and charting vital signs have been adjusted. Blood pressure must be captured for age 3 and over, and height and weight captured for all ages.

They removed the objective requiring the capacity to exchange key clinical information. However, the ability to view online, download, and transmit health information within 4 days, now requires that 50% of all unique patients have timely online access.

The public health objectives – where the EMR software can send data to immunization registries and public health systems, now include wording indicating that they are encourage except where prohibited.

These Meaningful Use changes are important to note, but should not impact the decision to procure an EMR system and prepare now. Providers will want to see these workflows when meeting with EMR vendors to compare electronic medical records solutions available on the market now.
